De Europese Commissie wil van de Unie een circulaire economie maken, en heeft daarvoor begin deze maand een nieuwe Communicatie uitgebracht. De Commissie wil toewerken naar een ‘coherent raamwerk’ om de circulaire economie aan te jagen en zo de hulpbronaanspraak van de economie te verminderen:
The Commission proposes to establish a common and coherent EU framework to promote the circular economy. This combines smart regulation, market-based instruments, incentives, information exchange, and support for voluntary approaches. (…) Efforts to use resources more efficiently and promote the circular economy will be guided by a political target to increase resource productivity by 30 % by 2030.
Maar wat schetst mijn verbazing? Een paar alinea’s verderop zegt de EC dat het doel van 30% meer resourceproductiviteit per 2030 een voortzetting is van het huidige tempo:
Resource productivity in the EU grew by 20 % in the period 2000-2011. Maintaining this rate would lead to a further 30 % increase by 2030 and could boost GDP by nearly 1 %, while creating over 2 two million jobs …
Is dit framework dan een project met nieuwe ambitie, of blijven we hetzelfde doen? Volgens mij zou je dit definiëren als een ‘business-as-usual’-scenario. De EC ziet het toch anders. We maken die laatste zin even af:
… while creating over 2 two million jobs more than would be the case within a business as usual scenario.
Dus het blijven doen wat je al deed is meer dan business-as-usual. Volgens mij niet. Volgens mij noem je dat de nullijn, wat ook wel bekend staat als ‘stagnatie’ in beleidstermen. Gelukkig is de EC niet van plan om circulair te stagneren.
